Over 25,000 tonnes of rubbish piled up on land near Bickershaw, close to homes and schools, sparking a public outcry and criticism from Prime Minister Andy Burnham himself over how slowly it was dealt with. Now, Burnham has announced a new national crackdown on illegal waste dumping, with Greater Manchester named as one of the first regions to get dedicated region-led enforcement.
What's Changing
Fines for illegal dumping are rising from £300 to £5,000. The Environment Agency is getting more frontline officers and expanded drone surveillance, and new powers under the Crime and Policing Act 2026 will let authorities seize cash, vehicles and property linked to waste crime much faster.

If your waste is dumped illegally by someone you've paid to remove it, you can still be held responsible under the duty of care rules.
