What's Changing
Under the new plan, fines for illegal waste dumping are rising from a maximum of £300 to £5,000. The Environment Agency is getting more officers, AI-powered drones to detect illegal dumping as it happens, and new powers under the Crime and Policing Act 2026 to seize cash, cars and houses bought with the proceeds of waste crime. Mayors, including here in Greater Manchester, will lead local enforcement working alongside the National Crime Agency.
